Глава Всемирного банка говорит, что G7 больше не эффективна

ВАШИНГТОН (Рейтер) - "Большая семерка" индустриально развитых стран не является более эффективной и должна быть заменена новой группой, в состав которой будут включены такие развивающиеся экономики, как Бразилия, Индия, Китай и Россия, сказал в понедельник глава Всемирного банка Роберт Зеллик.

По его словам, финансовый кризис, разразившийся в США и перекинувшийся на остальной мир, стал своеобразной "побудкой" и обозначил необходимость сотрудничества между большим числом стран.

"Семерка" не работает, - сказал Зеллик, имея в виду группу богатейших стран мира, включающую Великобританию, Германию, Италию, Канаду, США, Францию и Японию. - Нам нужна лучшая группа для новых времен".

"Новая многосторонняя группа, отвечающая требованиям нашего времени, должна быть гибкой, а не косной, односторонней системой", - сказал Зеллик, выступая в преддверии запланированной на эту неделю встречи министров финансов "Семерки".

"Она должна максимизировать силу взаимосвязанных и перекрывающих друг друга игроков и институтов, государственных и частных".

По словам Зеллика, новая группа должна включать министров финансов Индии, Китая, России, Саудовской Аравии и Южной Африки. Она не должна быть ограничена числом стран-участников и должна быть гибкой с тем, чтобы эволюционировать с течением времени.

Credit, recession fears slam Wall Street

NEW YORK (Reuters) - Stocks slid for a fourth straight day on Monday, leaving the Dow below 10,000 for the first time in four years, on fears the global economy was hurtling into recession despite government efforts to contain the fast-spreading financial crisis.

The steep declines came in the first full session since the U.S. Congress approved a $700 billion bailout of the financial industry, as lending came to a virtual halt and investors shifted their focus to the crumbling outlook for the economy and profits.

But the market cut almost half its losses in the final hour of the session, as traders speculated the sell-off may trigger a coordinated global response to thaw credit markets. The S&P financial sector sub-index, which had earlier been down more than 8 percent, closed down 4.2 percent.

The energy sector skidded as the price of oil dropped to an 8-month low below $88 a barrel on expectations that a recession will further hamper global fuel demand.

Wall Street's drop was part of a breakneck global sell-off, which led to trading being halted in Russia, Brazil and Peru. The emergency rescue of two big European banks and a move by several European governments to guarantee bank deposits intensified fears that the credit crisis can not be contained.

"We're clearly in the panic zone now. We've tipped over from bear market to panic," said John Schloegel, vice president of investment strategies for Capital Cities Asset Management in Austin, Texas.

"We're past the bailout now and focused back on fundamentals again and the fundamentals don't look good. People are starting to come to grips with third-, fourth- quarter earnings. If the supertanker of the U.S. economy is at a complete standstill, which it might be, that has not been adequately discounted yet," he said.

The Dow Jones industrial average fell 369.88 points, or 3.58 percent, to 9,955.50. It was the first time the Dow closed below 10,000 since October 2004.

The Standard & Poor's 500 Index skidded 42.34 points, or 3.85 percent, to 1,056.89, while the Nasdaq Composite Index dropped 84.43 points, or 4.34 percent, to 1,862.96.

For the year to date, the Dow is down about 25 percent, the S&P 500 is down 28 percent and the Nasdaq is down 29.8 percent.

In the latest development in the fast-changing U.S. financial landscape, Citigroup said it is suing Wachovia and Wells Fargo and is seeking more than $60 billion in damages over Wells Fargo's competing bid for Wachovia.

Wells Fargo slipped 2.7 percent to $33.64, Wachovia shares dropped 6.9 percent to $5.78 and Citigroup lost 5.1 percent to $17.41.

Among other financial shares, Bank of America fell 6.6 percent to $32.22 after the bank agreed to settle claims brought by U.S. attorneys-general regarding risky loans originated by mortgage lender Countrywide Financial in a deal that could be worth more than $8.6 billion.

Among shares of energy companies, Chevron Corp lost 3.2 percent to $76.84. An index of oil services companies fell 7.8 percent. U.S. front-month crude tumbled $6.07, or 6.5 percent, to settle at $87.81 a barrel.

Technology companies, which often have significant overseas exposure, slid sharply. Shares of Oracle Corp, the world's third-largest software maker, slid 6.1 percent to $18.30 on Nasdaq.

Shares of eBay Inc fell 5.5 percent to $17.89 on Nasdaq after the online auctioneer said it plans to cut 10 percent of its work force and spend about $1.3 billion on acquisitions to bolster its online payment and classified units as it tries to counter a weak U.S. economy.

Trading was active on the New York Stock Exchange, with about 1.95 billion shares changing hands, roughly in line with last year's estimated daily average of roughly 1.90 billion, while on Nasdaq, about 3.45 billion shares traded, sharply above last year's daily average of 2.17 billion

Declining stocks outnumbered advancing ones by 15 to 1 on the NYSE and on the Nasdaq, by about 6 to 1.

ФРС будет выкупать векселя

Федеральная резервная система США объявила о планах выкупать обеспеченные и необеспеченные векселя напрямую у эмитентов. Фондовые рынки пошли вверх.

Для покупки векселей ФРС создаст специальный фонд, открыв депозит в Федеральном резервном банке Нью-Йорка. Выкупаться будут трехмесячные векселя с рейтингом не ниже А1. Программа будет действовать минимум до 30 апреля 2009 г.

Рынок векселей, долговых бумаг сроком от двух до 270 дней, был одним из основных источников финансирования для банков и компаний. Однако кризис ликвидности привел к резкому сокращение его объема, лишив многих эмитентов доступа к рынку, который зачастую используется для финансирования оборотного капитала. Особенно сильно пострадали банки, которые активно занимали на этом рынке, чтобы выдавать кредиты и погашать долги. Решение ФРС может помочь решить проблему ликвидности и нехватки краткосрочного финансирования.

По данным ФРС, за неделю по 1 октября объем рынка корпоративных векселей в США сократился на рекордные $94,9 млрд, составив $1,61 трлн. Неделей раньше объем сокращений составил $61 млрд. Объем рынка сейчас соответствует показателю 2006 г.

После объявления ФРС незадолго до открытия торгов в США фьючерс на индекс S&P 500 подскочил на 1,9%. В течение 10 минут после открытия в 17.30 МСК S&P 500 и Dow Jones выросли на 1,4%.

МВФ: Общие убытки от финансового кризиса в США могут достичь $1,4 трлн

Общая сумма убытков по американским активам в результате нынешнего финансового кризиса может достичь примерно $1,4 трлн. Такая новая оценка содержится в докладе Международного валютного фонда (МВФ) о глобальной финансовой стабильности, подготовленном к годовому собранию акционеров МВФ и Всемирного банка. Презентация документа состоялась сегодня в Вашингтоне. По оценке авторов доклада, в ближайшие 5 лет потребуются дополнительные капиталы в размере около $675 млрд, чтобы «кредит мог хоть немного расти» в условиях тех потрясений, которые переживает сейчас мировая финансовая система.

Министры экономики и финансов ЕС на встрече в Люксембурге приняли решение увеличить государственные гарантии банковских вкладов с 20 тысяч до 50 тысяч евро. Об этом сообщила сегодня председательствующая в совете ЕС по экономическим и финансовым делам («Экофин») министр финансов Франции Кристина Лягарт. «Мы намерены обеспечить вклады наших граждан и не допустим повторения у нас ситуации с Lehman Brothers», — заявила она.

Она также отметила, что «Экофин» в итоговом заявлении «принял во внимание» решение ряда европейских стран поднять лимит гарантированных государством банковских вкладов до 100 тысяч евро. Министры также одобрили пакет краткосрочных мер, которые направлены на обеспечение стабильности финансовой системы ЕС и поддержку европейской промышленности. По оценкам экспертов, согласованные сегодня общеевропейские усилия по борьбе с кризисом — это меры «самого базового уровня», которые требуют дальнейшей проработки и развития.

Испания создает антикризисный фонд объемом до 50 млрд евро

МАДРИД (Рейтер) - Испания увеличит сумму банковских вкладов, на которые распространяется гарантия государства, до 100.000 евро, и создаст фонд объемом 30 миллиардов евро для выкупа активов у банков и поддержки кредитного рынка, сообщил во вторник премьер-министр Испании Хосе Луис Родригес Сапатеро.

"Если и есть банки, за вклады в которых испанцы могут не волноваться, то это испанские банки", - сказал премьер.

Впоследствии капитал антикризисного фонда может быть увеличен до 50 миллиардов евро. Деньги пойдут на выкуп обесценившихся в результате обвала на рынке активов у банков, чтобы они смогли продолжать снабжать экономику кредитами.

"Правительство не собирается приобретать плохие активы, только качественные", - сказал Сапатеро.

"Фонд будет покупать активы у финансовых институтов только с их согласия, с учетом рыночных критериев, это будут самые надежные испанские активы, цель - гарантировать в достаточные сроки, что деньги дойдут в виде кредитов до компаний и граждан", - сказал испанский премьер.

Bernanke signals readiness to cut rates

WASHINGTON (Reuters) - Federal Reserve Chairman Ben Bernanke on Tuesday signaled a readiness to lower U.S. interest rates in a dramatic shift to support an economy battered by a financial crisis of "historic dimension."

Recent economic data and financial developments show the outlook for growth has worsened, Bernanke told the National Association for Business Economics. The outlook for inflation, while still uncertain, has improved somewhat as oil and other commodity prices have eased, he added.

"In light of these developments, the Federal Reserve will need to consider whether the current stance of policy remains appropriate," Bernanke said.

In opening the door to rate cuts, Bernanke is departing from the view he and other Fed officials had expressed until recently that lower rates would likely have little effect in boosting economic activity while credit markets are frozen.

The Fed cut interbank lending rates to 2.0 percent in seven steps between mid-September of last year and the end of April in a bid to put a floor under the economy. Since then, the central bank has focused on cash auctions and loans of ultra-safe Treasury securities to unlock credit markets.

The Fed's efforts at restoring credit flows by pumping hundreds of billions of dollars into the financial system have become increasingly frequent and aggressive. Earlier on Tuesday, the Fed announced a plan to buy an unspecified amount of commercial paper to ensure this common channel of short-term corporate lending remains open.

US stocks, already lower on credit worries, initially extended their decline on Bernanke's gloomy growth outlook but then pared losses. Prices for U.S. government debt at first found support, but then slipped as stocks gained.

Many Fed officials had argued that lowering rates further would do little to spur economic activity while credit is jammed, and they have warned that with inflation already at worrisome levels, easier borrowing terms could set the stage for problems when the economy picks up.

Bernanke said the economy is poised for subdued growth during the remainder of this year and into 2009. Financial turmoil is likely to extend the weak period and increase risks to growth, he said.

"Continued efforts to stabilize the financial markets are essential," Bernanke said. "The Federal Reserve will continue to use the tools at its disposal to improve market functioning and liquidity."

The Fed chair also took a softer tone on price increases, which have bedeviled the inflation-wary central bank even amid a deep housing slump and mortgage-related losses that have put financial markets into disarray.

While inflation has been elevated, prices for oil and other commodities prices have tumbled from recent peaks and import prices have fallen, Bernanke said.

Further, expectations of future inflation had eased, he said, which would lessen any chance of a wage-price spiral from igniting.

"These recent developments, together with economic activity that is likely to fall short of potential for a time, should lead to rates of inflation more consistent with price stability," Bernanke said.

Even so, he cautioned that commodity prices could turn sharply and said some higher costs have already become embedded in the system.

"We have to be very careful not to declare victory."

UK poised to unveil bank rescue plan: report

LONDON (Reuters) - Britain's government is poised to announce a "comprehensive" rescue package for the banking system, the BBC reported on Tuesday, including the possibility of injecting capital into banks.

"It will be big, it is the government's attempt to stabilize the banking system," BBC economics correspondent Robert Peston reported. "The Treasury has been working on the plan for weeks."

The plan is said to include provision for a stand-by facility that would effectively ensure that no banks would be able to run out of cash, he said.

Sky Television said the plan would be unveiled on Wednesday morning.

Prime Minister Gordon Brown, the chancellor, Alistair Darling, and the governor of the Bank of England, Mervyn King, held talks on the financial crisis on Tuesday evening.

Morgan Stanley says Mitsubishi UFJ deal on track

NEW YORK (Reuters) - Morgan Stanley said on Tuesday its deal to sell up to 24.9 percent of its voting shares to Japanese bank Mitsubishi UFJ Financial Group was on track to close "imminently," sending its shares rebounding from earlier lows.

Earlier, the stock had fallen as much as 40 percent on speculation that Mitsubishi UFJ could withdraw from the $9 billion deal, despite approval by the Federal Reserve on Monday.

Before the reassurance by Morgan Stanley, the stock had been the top decliner among financials.

"The transaction is expected to close imminently, upon expiration of the Federal Reserve five-day post-approval waiting period," Morgan Stanley spokesman Mark Lake said.

Mitsubishi UFJ would buy a 21 percent stake in Morgan Stanley under the transaction.

Morgan Stanley shares fell as low as $14.13, before trading down 25 percent at $17.65 in late-afternoon trading on the New York Stock Exchange. Shares of Merrill Lynch & Co Inc, a larger investment bank which is being acquired by Bank of America Corp, fell 26 percent at $17.75.

"It is very easy to spook investors right now -- people are scared of everything right now," said Brian Barish, president of Cambiar Investors LLC. "The brokerage firms remain vulnerable because they just had so much leverage and depend on purchased financing."

NEW YORK (Reuters) - Wells Fargo & Co is likely to get about 75 percent to 80 percent of Wachovia Corp's deposits, while Citigroup is likely to get closer to 20 percent to 25 percent of the deposits, a person briefed on the matter said on Tuesday.

The situation is in flux, and the outcome is still unclear, the person cautioned, adding that Wells Fargo may end up with 100 percent of Wachovia's deposits, and Citigroup with none.

Wells Fargo and Citigroup are locked in an intense battle for Wachovia, the sixth-largest U.S. bank that has been hobbled by the mortgage crisis but has a valuable network of branches. Citigroup said on September 29 that it preliminarily agreed to buy Wachovia's banking assets for about $2.2 billion with partial government guarantees.

On Friday, Wells Fargo said it had signed an agreement to buy the whole of Wachovia, including its retail brokerage and asset management business, in an all-stock deal worth about $15 billion at the time.

Lawyers for the two banks wrangled over which bank's agreement trumped the other's. The Federal Reserve has worked with both banks to try to broker a compromise.

But at this point, it appears Wells Fargo would take Wachovia's branches and deposits in the U.S. Southeast and on the West Coast, while Citigroup would take branches and deposits in the Northeast, the person briefed in the matter said.

Wells Fargo would likely take most of Wachovia's assets, including problem assets such as option-pay mortgages, the person said.

Wachovia and Citigroup declined to comment, while Wells Fargo was not available for comment.
